Scope and Contents

The Landmarks Planning, Inc. Building Survey Records contains multiple copies of the 1979 Historic Buildings Survey of Palm Beach, Florida conducted by Landmarks Planning, Inc. and submitted to the Landmarks Preservation Commission for the Town of Palm Beach in 1981. These records include a summary of findings, with the methodology of the survey, and recommendations for designations for the National Register of Historic Places and in accordance with Palm Beach Ordinance 1-79, as well as information on easements, tax exemption, education, and adaptive reuse for the buildings identified in the survey. Florida Master Site File Site Inventory Forms were authored by Architectural Historian Walter C. Kidney with Landmarks Planning, Inc. The survey listed 866 recorded buildings and man-made landscape features, 606 of which pre-dated 1931. Information within the Site Inventory Forms include street address, name of property, architectural history, architectural description, plat information, and a statement of significance.

Also included are Florida Master Site File Historical Structure Form documents dated to a survey compiled in 1988. The information within these forms include street address, name of property, architectural history, architectural description, plat information, and a statement of significance. The project name associated with these records is "Palm Beach Survey: S & P."

Biographical / Historical

Landmarks Planning, Inc. was a Pittsburgh, Pennsylvania based historic preservation organization operating from 1972 to an unknown date, which had four listed members: Arthur P. Ziegler, Jr., the president, Walter Curtis Kidney, a freelance architectural historian, Eliza F. Smith, the survey coordinator, and Ellis L. Schmidlapp, the secretary-treasurer. There is very little documentation for Landmarks Planning, Inc. but it appears to have been affiliated with the Pittsburgh History & Landmarks Foundation, an extant historic preservation organization based in Pittsburgh, Pennsylvania. The organization coordinated and conducted a survey of 886 historic buildings in Palm Beach for the Landmarks Preservation Commission in 1979-1981, identifying buildings that qualify for National Register and local designation, and historic preservation initiatives.

The Town of Palm Beach passed Ordinance 1-79, the Landmarks Preservation Ordinance, in 1979. This ordinance established the Landmarks Preservation Commission, as well as appoint the Commission with the role of identifying significant structures, subjecting them to a set of objective criteria, and designating them worthy as historic landmarks in the Town of Palm Beach. Barbara Hoffstot, a Palm Beach and Pittsburgh based preservationist, conducted the first building survey of Palm Beach in 1972 and was the driving force behind the passing of Ordinance 1-79. Her affiliation likely initiated the partnership between Landmarks Planning, Inc. and the Town of Palm Beach.

The Landmarks Inc. Building Survey Records is arranged into two series: Series 1: Historic Building Survey Records (1981-05), and Series 2: Florida Master Site File Records (1979, 1988). Series are arranged according to original labeling on binders to maintain original order.
